Multi-Purpose Senior Services Program (MSSP) Budget Request - SUPPORT

The following was sent to our state legislators: 

On behalf of the Board of Directors, employees and clients of Catholic Charities of the Archdiocese of San Francisco, I am writing in support of a one-time budget increase for MSSP of $24.9 million over three budget years to provide frail seniors with professional case management and a range of critical services, including: nursing care, social work, and other clinically-driven direct services.

Multi-Purpose Senior Services Program (MSSP) serves almost 12,000 frail older adults (65+) in their homes, rather than in institutions. MSSP providers across the state provide clients with case management and patient advocacy, professional nursing, social work, and other clinically-driven direct services to the frailest elderly so they may remain safely at home.

MSSP saves California money, yet Medi-Cal reimbursement still reflects recession-era cuts (during FY 2008 and FY 2011) totaling 22.5 percent. No Medi-Cal reimbursement increases have been provided for more than 13 years. However, the cost of professional staff and operations have increased considerably, including highly- skilled case management and nursing salaries, worker’s compensation, staff training and development, rent and utilities.

Increasing MSSP funding will significantly reduce the number of potential beneficiaries waiting for MSSP services (currently 1,500 statewide); slow or stop the attrition of current staff by offering more competitive salaries and benefits; and add additional experienced and specialty care management staff (i.e. mental health expertise, graduate level social workers, etc.).

Seniors and adults with disabilities are vital, vibrant members of our community. At Catholic Charities, we strive to help them live safely and independently with opportunities for companionship, engagement, and life-long learning.
